Job Description:

The successful candidate will lead a high performing team of program management, finance, engineering, logistics, supply, and specialty engineering professionals and work effectively with the US Space Force Space and Space Systems Command customer. The candidate will be primarily accountable and responsible for effective program execution of the Optical Product Line under the Maintenance of Space Situational Awareness and Integrated Capabilities (MOSSAIC) contract which provides Sustainment services and modernization/upgrade of ground-based sensors and command and control systems. Primary systems under the product line are the Ground-Based Electro-Optical Deep Space Surveillance System (GEODSS) and the Space Surveillance Telescope (SST). The successful candidate will have proven experience in program management of a large sustainment and/or development program, the ability to lead a large and diverse team, and sufficient technical acumen on optical systems and the US Space Force Space Domain Awareness (SDA) mission.

Essential Functions:

  • Lead the Optical Product Line in fulfilling the MOSSAIC mission: Maintain and Rapidly Advance SDA and C2 Integrated Capabilities
  • Act as primary customer contact for all Optical Product Line activities including leading program management review sessions with customer to discuss cost, schedule, and technical performance
  • Drive program execution in order to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow
  • Responsible for the cost, schedule, and technical performance of the program
  • Ensure compliance with customer requirements, employing Earned Value Management Systems
  • Lead risk and change management activities, in coordination with internal and external engineering and contracting personnel
  • Work closely with company Supply Chain management to facilitate effective procurement and subcontracting in support of the Optical Product Line
  • Work closely with business leadership within the Space Superiority Division, Space Systems Sector, and across the Space and Airborne Systems Segment
  • Develop/present executive level reports/presentations to internal and external customers
  • Participate in the Talent Management process for all direct reports
  • Coordinate with engineering and functional management to hire and retain high quality personnel on the Optical Product Line


Qualifications:

Active Top Secret/SCI Clearance

  • Bachelor’s Degree with a minimum of 12 years of prior related experience; Or, Graduate Degree with a minimum of 10 years of prior related experience
  • 8 years in leadership/PM roles, to include direct customer interaction, on DoD projects or programs


Preferred Additional Skills:
  • Demonstrated skills in leading a large ($75M+) sustainment and/or development program with the ability to excel in a cost and schedule constrained environment
  • Project Management Professional (PMP) certification a plus
  • Excellent verbal and written communication skills; strong formal presentation skills
  • Risk, Change, and Earned Value Management training and experience
  • Demonstrated leadership of a dynamic, multi-teammate/subcontractor work force
  • Understanding of DoD SDA mission and optical systems (GEODSS and SST) within the space surveillance network
  • Proposal experience, especially Engineering Change Proposals (ECP)
  • Ability to travel – up to 10%>
