UN Women Lebanon Office acts as the Secretariat for the Women’s Peace and Humanitarian Fund (WPHF), a partnership between the United Nations, Member States, and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. The WPHF is a global pooled funding mechanism which aims to re-energize action and stimulate a significant increase in financing for women’s participation, leadership, and empowerment in peace and security processes and humanitarian response. The WPHF is a flexible and rapid financing mechanism. It supports quality interventions designed to enhance the capacity of local women to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities.
The WPHF breaks silos between humanitarian, peace, security, and development finance by investing in enhancing women’s engagement, leadership, and empowerment across all phases of crisis, peace and security, and development. It addresses structural funding gaps for women’s participation in key phases of crisis, peace and security, and development by improving the timeliness, predictability and flexibility of international assistance. The overall goal of the WPHF’s theory of change is to contribute to peaceful and gender equal societies. Achievement of this goal will require that women are empowered to participate in, contribute to, and benefit from conflict prevention, crisis response, peacebuilding, and recovery. Since its launch in 2016, WPHF has been supporting over 200 civil society organizations and is present in 20 countries or group of countries.
Reporting to the Planning and Coordination Analyst, the Programme Analyst provides technical support to the implementation of the Women’s Peace and Humanitarian Fund in Lebanon by contributing to the monitoring and evaluation, capacity building of partners, and knowledge management. The Programme Analyst supports the delivery of the WPHF projects by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. She/he/they work(s) in close collaboration with the programme team, implementing partners and civil society to ensure a successful UN Women programme that advances gender equality and women’s rights agenda.
Duties and Responsibilities
Working in close coordination with the UN Women Planning and Coordination Analyst, the consultant is expected to prepare the following:
I) Provide technical support for the project implementation at the field level (in the area of: Women’s Participation in the Response and Recovery Process)
II) Provide institutional capacity building support to the implementing partners
III) Support the programme’s monitoring, evaluation, and reporting
IV) Support communication efforts and knowledge sharing
The selected candidate will be 80% of the time in the field supporting the implementing partners with project implementation, monitoring and evaluation and conducting institutional and programmatic capacity building.
Required Skills and Experience
Evaluation Criteria:Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
Criteria Weight Technical: 70% (70 points)
Financial: Lowest Financial Proposal: 30% (30 points)
