Project Overview:

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex is in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

Role Overview

Performs construction hydrotest package compilation. Works within a hydrotest team reporting to the Hydrotest Package Lead. This individual is responsible for providing technical assistance, direction, and support to Bechtel and subcontractor field supervision for construction and installation activities for all disciplines associated with instrumentation equipment and materials. This includes, but is not limited to, the following:

Essential Job Duties

  • Produces hydrotest packages per the standard project Hydrotest table of contents
  • Set boundaries and parameters of test
  • Verify that materials are available to perform test including flanges, bolt assemblies and gaskets
  • Updates TEAMWorks with critical information from the project Line Designation Tables and other project documents.
  • Print test package contents, collate and bind as needed Review test package contents to confirm that all material is printed to the current project revision. Revise package contents to reflect current revisions as needed
  • Support the completion of Inspection Test Reports documents that support successful turnover of the project
  • Developing installation work packages for scopes of work in support of the construction schedule
  • Acting as point of contact for coordination and resolution of all technical issues related to select subcontractors on site who provide technical services for the execution of the permanent plant electrical systems scope of work, including initiating all formal subcontract change documentation to support the subcontract administrator
  • Completing and verifying quality documentation per inspection and test plans
  • Performs electronic or paper redline markups on hydrotest packages to reflect construction annotations such as field welds, test boundaries, hydrotest equipment…
  • Prioritize workload and job activities in line with project test package schedule. Communicate possible delays and issues with supervisor.
  • Prepare Field Change Documents or Nonconformance reports when/if a design inconsistency is found. Raise issues with supervisor for resolution.
  • Verify that materials are available to perform test including flanges, bolt assemblies and gaskets
  • Performing piping hydro and pneumatic inspections/testing and initiating supporting documentation for all discipline system installations on an ongoing basis.
  • Support the completion of Inspection Test Reports documents that support successful turnover of the project
  • Developing installation work packages for scopes of work in support of the construction schedule
  • Preparing short- and long-term schedules, and interfacing with the superintendents and other discipline field engineers

Basic Qualifications

  • Degree in any of the engineering disciplines or equivalent work experience/qualifications
  • Minimum of 7 years construction piping experience, specific to installation and quality
  • Required previous Oil & Gas experience is required
  • Knowledge of piping engineering discipline or hydrotests relating to the construction of heavy industrial projects is preferred.
  • Computer literate in word processing, spreadsheet and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
  • Knowledge and personal commitment to Bechtel’s “Zero Accident” safety program.
  • Demonstrated experience developing and running the hydro/pneumatic
  • Knowledge of piping and related piping elements, i.e. pipe shoes, installation methods, supports, valves and valve bodies installation.
  • Knowledge of engineering and construction methods and processes customarily acquired over time through specialized instruction or practical experience
  • Experience managing technical services subcontracts is desirable
  • Willing to work in a team environment supporting a specific area
  • Computer literate in word processing, spreadsheet and database applications
  • Excellent problem-solving ability

Additional Information

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued personal protective equipment (PPE) required for each assigned task (i.e. body harness, life vest, etc.)
